The Utilities Board of the City of Andalusia currently serves 4,900 customers throughout the city limits and parts of the county. It takes an average of 2,088,000 gallons of water per day to serve our customers. We have nine wells and six elevated storage tanks to insure water supply is readily available on demand. The water system has evolved into a much larger technologically advanced system since the first water system that was constructed in the early 1900’s. That system only served the downtown area and surrounding residential areas. Our demand has increased at the average rate of 52,000 gallons per year over the past four years. The Utilities Board of the City of Andalusia is continually upgrading its lines, wells and storage tanks to insure the best quality of water and services to its customers.

Where does your water come from? Our water source is groundwater drawn from nine wells. Two wells draw from the Tuscahoma Sands/Hatchetigbee aquifer, four wells draw from the Nanafalia aquifer and three wells draw from the Clayton Limestone aquifer. Water works personnel routinely monitor the water supply to make sure that your drinking water is safe and meets all federal and state requirements.

Through the Sewer Department the Utilities Board of the City of Andalusia provides the services for wastewater removal throughout the city and parts of the county. The functions of this department include installation and repairs of the sewer lines and maintaining the sewer line right-of-ways. In the event a backup occurs the sewer department performs clean out of the line. For information on these services, please contact the Utilities Board of the City of Andalusia.

The Utilities Board of the City of Andalusia was formed in January 2003 through the combined efforts of the City of Andalusia and the Water Works Board of the City of Andalusia. The Utilities Board oversees all electrical, water, sewer and wastewater systems for more than 9,500 customers and makes every effort to maintain and update these systems to provide customers with the most reliable services available. Although the Board is a legally separate entity, it is still a vital part of the City of Andalusia.

Board of Directors

The Utilities Board consists of five members who are appointed by the City Council of Andalusia. The Mayor of the City of Andalusia serves as the Chairman of the Board. Three of the five directors are citizens appointed at large.  They serve staggered, six-year terms. The remaining director is a member of the City Council and serves for the term of the City Council currently in office.

The Administrative Department of the Andalusia Utilities Board oversees the daily operations of customer service and account billings. Every month over 9,000 meter readings are collected to accommodate a four-cycle billing schedule. Customer service representatives are available to assist with the connection of new services, provide information on our products and services and to process utility payments for over 5,000 customers. Our office also provides dispatch service for electric, water and sewer personnel when you encounter problems with your utility services. Service Deposits

A credit history is requested through OnLine Utility Exchange on all water and electrical customers prior to connection of any service. The deposit amount is based on the credit score of each customer. Any customer requesting that a credit report not be used will be charged the maximum deposit for each service. All deposits will be refunded to the customer upon termination of the service and complete settlement of all billings.

Low Income Home Energy Assistance Program (LIHEAP)

This program is administered by the Organized Community Action Program (OCAP) and is a federally funded program designed to help low-income households with their home energy bills. Applications for assistance are accepted at the Covington County OCAP office located at the USDA building, Alabama Highway 55 By-Pass, Andalusia, AL. The Andalusia Utilities Board accepts all OCAP payment vouchers.
